Dating coppiced trees

Having used the Forestry Commission's method for dating trees, I am unsure about how to use it on a coppiced tree. Do I try and measure the girth below the coppice poles, or do I just take a measurement on the pole above with the greatest girth?

I have been asked for advice on a tree with telegraph pole climbing treads
screwed to the tree with coach screws, and have been in place for some time.
Should they be removed?? The same tree has a metal ladder embeded in its branches, would it be beneficial to remove this aswell or could it damage the tree. The tree is oak with a girth of 4,2m and sits on an ancient wood bank.
